Submission: Department of Health and Aged Care on Consultation Draft of Aged Care Rules 2024 (Service List)

This submission raises concerns about the 2024 Consultation Draft of Aged Care Rules, emphasising the need for inclusive, government-funded allied health services for older Australians.

Our submission critiques the draft’s restrictive definition of “allied health,” which limits recognition to AHPRA-regulated professions, potentially excluding essential disciplines. The submission advocates for categorising all allied health services as fully funded clinical care, as some classifications currently require consumer co-contributions, which AHPA argues is inappropriate.

AHPA also highlights gaps in the draft’s support for services like audiology and optometry, noting these are vital for seniors’ independence and well-being.

Moreover, AHPA objects to the draft’s requirement that consumers first access allied health services through Medicare programs, arguing this complicates care coordination and imposes financial burdens.

AHPA recommends broadening the definition of “allied health” and revising funding structures to better support comprehensive, accessible care for aged care recipients.
